That is how the old mob worked. If a guy owed and his kid was hit by a car the neighborhood blamed the mob. It was actually bad for business to do serious physical harm to a "debtor".

There have been more than enough lone wolf whackjobs in the last few years attempting various terrorist acts in the US. Starting a fire in the tinder dry front range doesn't take much. A Bic lighter and a little newspaper and you've got a fire. I wouldn't be so quick to discount this as a possible cause of at least some of these fires.
