"but forest fires just don't create terror. They are high risk and low payoff for the terrorists."

Terror sure they do. High risk ? throwing something out the window is high risk ? I say being a suicide bomber is high risk. Low payoff ? 32,000 have left their homes many many destroyed, just think if they start another 100 or 1000 fires today around the country. That's high payoff almost zero risk

How much does it cost the state/fed...the tax payers to put out a fire like this ? I say that's a good payoff for terrorists.

It is terrorism.....People's lives and their family wealth lots of times is tied up in the homes that are destroyed.....Even if they are insured, most people don't insure for everything they own.....and the insurances have to pay, and pay and pay......plus the good ole' taxpayers continue to pay and pay and pay....

Fire is one of the worst forms of terrorism....

One would think even the evioro's would be really incensed.....look how many spotted owls and other animals are being destroyed as we speak.....
