I can see romney calling for a panel to study the issue after he is elected.

Mitt Romney has already vowed that he will issue waivers to all 50 states on his first day in office.

If I understand the law correctly, this would be a disaster. The waivers exempt employers from the corporate penalty for not providing approved insurance. If many companies did that, it would dump millions of people into the more expensive individual insurance market and there is no provision in the law for giving individuals waivers.
