The legislation is, like everything else in this Obama presidency, trial-and-error. Hopefully, it will be repealed and replaced with something more reasonable, but if not, we'll all just have to suffer. You can't blame it ALL on the elected officials. There are a lot of people out there who have a sense of entitlement, and they feed on freebies. They're getting ready to find out this isn't a freebie. If my insurance goes to 2k/month, I can deal with it. There are a lot of less fortunate people out there who can't and those people are the ones who will really get hurt by it.
