I don't think it was a screw-up. It's the whole idea. If insurers will try raising rates to compensate for the huge losses, the government will move in and "rescue" us.

And Roberts is right -- under the Constitution, it's not his place to design or change laws. His responsibility is limited only to judging their constitutionality.

AND: To say it's a "design for collapse" is to set up the question whether it was a screw-up or whether it was the first move in a scheme to take us to a single-payer, government health care program.
