It is too bad nobody has had the courage to use Rico racketeering laws to go after these pension contracts as similar to "fruit of the poison tree" to declare them invalid. Perhaps the politicians are too powerful to go after for selling cities down the down the drain in exchange for blocks of votes and campaign contributions. Also, prosecutors also have political ambitions AND they also get plush pensions so they are not motivated to bite the hands they feed from.
