There is fraud wherever there is money... Most of the fraud on the "supply side" as in billing for services that are unnecessary. Much has been cleaned up such as Doctors owning their own labs, and milking that beyond medial necessity.. Human beings game systems for profit, makes no difference whether its "government" or Blue Cross. Grownups understand how opportunism and greed too often overcome ethics (another reason why we need good regulation, not self regulation or religious faith in "invisible hands.") I myself have much experience in enterprise health Insurance IT, full of waste, corruption and willful blindness. Opaque silos of power. Nobody gets a gold star here, Government does have more internal transparent accountability within, due to laws and public pressure... but certainly not perfect. Maybe we could turn medicare over to J.P. Morgan.
