It should be called a "deadbeat fee." Or, more politely, a "free rider fee."
It's too late. It's going to be called a tax now, no matter what Democrats say.

I think Obama's got to respond by saying, "Hey, you guys can call it whatever you want. It was your idea in the first place, after all."
