Such as the madate tax penalty increasing from 1% to 5% of income. The mandate is an increase in the income tax, nothing more nothing less. The money paid in is not earmarked for any purpose, it goes into the General Fund to be spent on anything. There is absolutely no requirement that the bonus income tax increase be spent on Medicaid in the years ahead. They pulled the same scam with Social Security which is also just an increase to the income tax and the money is not earmarked for any purpose whatsover. Social Security payouts and Medicaid payments are at the discration of Congress and not entitled to anybody.
