But when you have a law that says, "You need not buy insurance today -- you can opt to pay a tax that is far less expensive than insurance, and IF you get sick, you are guaranteed the ability to obtain coverage at that time" -- that is not risk management.

Your choice is you can pay something (the fine) for nothing, or can pay something to get a lot of coverage for routine stuff, not just catastrophic stuff.

We'll see how it works out, but I'm betting most people will opt for insurance. A few won't, no doubt.
