Wait until the freeloaders rape and pillage the capacity constrained industry. Premiums are going to explode in order to pay for it, driving more and more people away from insurance and towards paying the Tax. Very few people are going to have insurance at the end of the day and businesses are going to not hire and pay the tax rather than pay for the insurance. Who is going to pay for the insurance, since preexisting conditions are covered? It's going to be a total disaster.
