They're required to, but if insurance costs $10,000/year and the penalty is $700/year, and you can't be denied coverage under any circumstances, why would you want to have insurance before you need it?

Everyone isn't required to have insurance, they can just pay the tax and do without.

And that will make the most sense for a lot of people and employers.

Plus with no refusals for pre-existing conditions, whhy would anyone healthy bother to carry insurance? Just wait till your sick and then sign up for a policy.

It's like Obamacare is designed to destroy our system of health insurance over time.
