1. It will be paid only by those who don't get insurance.

2. Whatever Roberts said, it is not a "tax," it is a penalty for free riders. Conservatives almost always love to hate free riders, except apparently when they don't get medical insurance. Very odd, that.

2a. Reagan lovers used to call his tax increase "user fees"; but those operated more as taxes than the mandate does.

4. The point I was making stands--most of the new taxes will be paid by high income earners or by corporations.

When we cover everyone who is uninsurable today for the same rating at the ones that are, automatically, insurance company's expenses go up =>insurance premiums go up. Either the taxpayer pays the extra amount or loses that in bonus/raise without knowing about it. This hidden tax will fall disproportionately on lower income people and without their knowledge.
