That's a good answer, Tim. Even sincere, non-corrupted top down [micro]managers can - and will - cause dislocations which will keep snowballing down the road, and problems will keep getting greater. Markets are quick and fluid, and could fix them and find more optimal directions, but rigid systems cannot do that.
