Just how sure was Paul that no one would read the bill he waved in the air? “We’re going to vote on it in the next thirty minutes,” he declared.

House and Senate members rely on their staffs for summaries of legislation, but even with that help with only a few hours they are voting blind.

it would take a year to read a 600 page bill - and you still would not fully understand it.

i have read bills.

they are not like novels.

ideally, some one's staff should read bill carefully. senator should get a cliff notes version. before vote, senator should be advised of changes.
