This is consistant with other armamaent desires reported in the past. If true, it may have several short and long term effects:

a) Speed up of US anti-missile defense program, possible increase in defense budget requests with obvious effects on budget. Some good fallout for certain high tech companies.

b) If the damn thing is ever used (a real worry), disaster.

c) If someone decides to "take out the capability"---big market sell off.

d) Possible market fallout if investors realize that the world is not the "safe place" with the wonderful peace dividend that was counted on.

e) Rumors of russia being so poor that anything is for sale...and the implications of what else might have been sold or bartered, will be unsettleing.

However, the markets cannot pay attention for the long term, so biggest effects will be whenever "USE" is threatend, unless or until, anyone within range decides they don't like living under that implied threat.

With regard to Iraq, the west has used Iraq as a sheild against Iran before. Trouble with this policy is, you get two problems in the long run.
