Hi MW; Well, the BNSF railroad says too much coal dust can be a problem because (1) it catches on fire, and (2) it undermines the track by attracting water. Removing it is time consuming and expensive. Google their name and coal dust to see their analysis. It was pretty convincing. They say they've had two derailments due to coal dust. You can see their photos showing that it does not, in fact, float above the ballast. It ends up under the ballast because it's small and falls between the ballast rocks.
