......the whole purpose of that scheme is get the gov to pay for religious instruction.... That's a lie. The whole purpose is to give parents a choice other than the failing public schools. Or are you saying that religious instruction would be an extra charge on the student? Maybe, there's no reason a voucher system would cover the entire cost of a non-public school. Parents or donors or the institution that runs it would pay for any difference.
