There is a TON of data coming out showing way too many proceedures taking place. It's well known that elderly are much less able to survive or benefit all sorts of invasive surgeries.

This issue has ALWAYS been "the lefts" problem with nationalized healthcare... their unwillingness to spell out who is eligable for what... or even deal with that issue. You can't be giving organs to every sick person (or the miriad of other proceedures), there has to be decisions on these things and it will never be perfect. So far doctors have been heavily involved... but our system is becoming much less personalized over time.

Of course if you leave it up to "who has the money" you get the exact situation you don't want... allocation based on money instead of who can actually be helped medically. You'll have teens in car accidents that could live another 60 years outa luck so some drunken sot can take a shot on a new liver.
