The price would come down if doctors were servants of the state rather than independent agents. State policy would dictate when extraordinary measures were to be taken to save a life. Should your life be deemed important to the preservation and advancement of the state you will get preferential treatment at a tier 1 clinic. No need to contract anything out when one unifying body makes all the decisions. Should some uppity doctor be writing too many prescriptions he can be assigned to other duties.
