It the same thing as privately run Fire Departments. If a group of people get together to provide private fire protection services what happens to the neighbor down the road who doesn't sign up with the private fire protection service.


I lived for many years in a town with no full time tax funded fire department. There were several volunteer fire departments that served different neighborhoods. They made an annual voluntary assessment on each property. If you didn't pay, they would still put the fire out, but then they sent you a rather large bill for their services.
