No, it's the pathos of hypobole. The extent of misery and criminality is understated.

There's nothing hyperbolic in public perceptions about economic collapse and financial sector crime. Many ordinary hard-working people lost everything, and live in fear of worse to come.

Their remaining "hope" is for justice. That's pretty thin gruel and likely, it will be denied.
