There's a proven market for this device. Apple should be in this market.
There are proven markets for all manner of things that Apple doesn't make. So I'd have to question your conclusion. But I'll go farther than that, and question your premise. What the market has shown us is that people will buy 7 inch tablets when they're sold below cost.

We've also seen that even when decent $199 tablets like the Kindle are available, more people will choose to spend a few hundred bucks more to get an iPad with a larger screen, better features, greater availability of quality apps, and a more robust ecosystem.

None of this convinces me that Apple "should" be in the 7" tablet market. If they do get into it, they won't try to compete on price. They'll come up with a product that people want to buy, at a price that allows Apple to make a profit.
