It's going to take a long time to bring about behavioral changes, and a concentrated effort. We aren't putting that effort in right now. I don't know if anyone really is. I know they had a domestic program of local women, including one I knew who was on the country's legislature and was probably the main person who was working on the program, who had started an AIDS education program, and had managed to get donations from local businesses to buy condoms to distribute. They were years behind us, and we are still having problems here, so I know they will for a long time to come. The primary means of spreading the virus there is heterosexual contact.

The French and Russian doctors I knew in country all said the local prostitutes were 98% - 100% infected. Still, the men were not using any protection with them. Their culture was such that they had considered condoms a sign of weakness for a long time, so trying to convince them to start using them was an uphill battle. Lots of reasons involved that we don't even think about having to deal with here.

I just feel that is one project worth funding, and I would much prefer to see my tax dollars go there, than to a lot of the 'welfare' cases here in the US.
