The Filibuster rule in the Senate prevented him from getting all of the stimulus he needed during his first two years.
Perhaps it failed because it is a really stupid idea, which is tried regularly and always fails.

The Filibuster rule in the Senate prevented him from getting all of the stimulus he needed during his first two years. He had to reduce the stimulus to get 3 Republican votes.

The filibuster prevented out country from sliding into another great depression because of OUT OF CONTROL democratic spending.
