Next time I'm pulled over in a traffic stop and the officer asks for license and registration I'll tell him your head law enforcement officer Holder says that doing that is an illegal tax so I can't do that. When arrested I'll just cite the ID showing = tax defense that Holder provided.

Holder is being inflammatory . What he is saying is pure nonsense.

Of course people can get pictures taken.

My mother had a photo ID and never drove a car in her life.
She was pleased and proud to have her photo ID.
