Having more teachers allows for lower class size. All else being equal that would provide some advantage (although the advantage is often greatly exaggerated). But in the real world all else often isn't equal when you make some major change, and this case is no exception. If you hire more teachers you reach deeper in to the pool of people who are less good at or committed to being teachers.

And of course you increase costs, without improving the system that produces the inadequate results. (In fact you probably get more teacher's union members and thus increase the constituency resisting important change).
