I believe the reductions discussed in the referenced post are reductions from earlier versions of the 1998 business plans. The earlier business plans originally proposed capital expenditures significantly higher than this years' capital expenditures.

Consider this example: Prior to the currency crisis, company XYZ planned to increase capital expenditures by 15%. Now, after the currency crisis has hit, company XYZ announces that it is reducing its planned capital expenditures by 20%. In this example, the actual reduction in spending is only 5%.
