Next to impossible to recover from that, even without Prop 13 complicating things. LA Mayor Antonio Villaraigosa on the California budget... I was speaker of the assembly from 1998 to 2000. We have a smaller budget in the state today than we did in those years. With almost double the population of the state of new york. we have a budget about 45% smaller than new york. So when you look at what that means, cuts in public health, cuts in public safety and education, in higher education, it means that the people of l.a. and people all across the state aren't getting the services they need at a time when they really need those services. video.msnbc.msn.com
