Not what could happen will happen, but what incentives are created, and in a large complex nation, certainly will happen to some degree. It can be debated whether such things are the rare exception or will be very common, but the things I'm talking about here will happen. Economics might not be a very hard science but some of it is pretty clearly true. At the margin people respond to the incentives put in front of them. Obamacare is full of negative incentives. It also reduces the flexibility people have to cope with different preferences or different circumstances, by imposing central control, over many points rigid centralized control. It isn't so much trying something new as it is shutting off people's attempt to try things new for themselves.
