Short of going down to DOL and witnessing the buyer apply for a new title, how does one do that?

I thought the filing of a Report of Sale is supposed to take care of that situation.

When I sold the motorcycle, I filed the Report of Sale online and printed out and kept a copy of it.

Guy across the street from my office sold a beater pickup truck to a guy. He failed to file the Report of Sale. Two months later he found out the truck had been abandoned up near Moses Lake and he was stuck with the towing and storage bill.
