Price controls tend to cause shortages (price ceilings) or gluts (price floors that affect the market but aren't so extreme as to eliminate buyers and thus cause the producers to go out of business), or black markets, or perhaps eliminate trade in the item in question; unless they are set so as to not actually impact the market (like a rule that says you can't sell any car for less than 10 cents or more than a billion dollars, it doesn't have to be that extreme, just price controls that allow the market clearing price).
