What happens when inflation is 3% but the commodity doesn't gain at all. That shouldn't be a loss. I think one shouldn't worry about this stuff. Let people figure it out. If they make x dollars during a year, tax them some %. No deductions, loopholes etc. Once you start trying to be smart (and your proposal tells me you are!), somebody else who is equally smart comes along and adds more caveats. Then we have the current tax bill.
