Unless it can be sold under a vanity label like Perrier, it is generally unfeasible to ship water any appreciable distance.

In reading about your question on how faraway from a plant does it become unecononical to ship WATER
Cith of Denver go water "Summer 1992" shipped via rail from south of Chicago. When R/R could not keep up they called use and we haul water in are stainless truck tankers. Water is shipped everyday to some point you just would not think they would.
In Lenexa,KA Shasta beverage bottles pop & water , one point of shippment is LA
