That takes me back - I was a P.Eng once upon a time [in Ontario]. Yes, there are engineering cartels too - with approved people being the only ones allowed to approve designs and construction. People are scared of buildings falling down, so I can see why people want that implied security. Similarly with doctors, people want to know that the doctor they consult is a real one. But if people choose their own medical treatment, and choose their own construction design, and handle their own contracts and lawsuits, and it's only themselves who are affected, then it's unethical that some dumb bureaucrat force them to accept poor quality treatment/engineering/legal service which costs loads of money too.

Protecting innocent third parties against fraudulent "professionals" is what's being attempted with such rules and cartels, but they too often head off into increasing profits rather than protecting people as their primary activity. They even become counterproductive = the rules set for house building in the 1990s in NZ resulted in $billions of leaky-building syndrome. Now, belatedly, the government has changed the rules so people are not forced to buy decomposing houses due to water ingress.

The default setting should be to leave people alone to run their own lives. Those who want government approval could seek such government-approved professionals.
