My tenants are students who typically aren't around in the summer. Apparently they didn't make arrangements to pay the water bill over the summer, cause I just got a shutoff notice. Guess I'll have to pay it and ding them for the charges.

I would just guess that in today's 'crazy' world, there isn't much of a choice for the water company. Unfortunately the rules are made to deal with the worst - the lowest degree of 'customer' they deal with .... and of course it is always the legitimate folks who end up suffering because of it. Your daughter will probably encounter the same problem at shut-off time, so she might as well get ready for it.
