I am just writing from my understanding of the rules for award of a purple heart. I don't believe it qualifies under the criteria.

The psycho major was definitely an 'enemy' .. a plant, it seems, within the ranks of our Army, dedicated to do all the damage he could. But his actions do not constitute a 'combat' zone' under the regulations of awards and decorations, in my understanding.

I believe we had military personnel killed/injured in the OK City bombing .... but to my recollection there were no purple hearts awarded either to living wounded or those who were killed. Similar circumstances to Fort Hood, I would say, & definitely domestic terrorism, as was the Fort Hood event.

There just are no provisions for incidents of this nature, most likely because they haven't existed long enough, or been frequent enough, for the military to address and recognize in the awards and decorations area.

Frankly I hope they remain sufficiently isolated so as to not merit a special medal or award for those who fall victim to this domestic terrorism. I'd really prefer to not see the creation of a 'victim medal'.
