Jerome, I'd try shutting down programs before shutting down the pc

Would be good for you to know if anything is running in the background - do you know how to get to the Task Manager and check what's running? If so, do so before you try to shut down the computer, and close out any Applications (tasks) that are running.

Does the shutdown hang up when shutting down from Safe Mode?

If yes, then you might be looking at a hardware problem or a problem with your system files. Run chkdsk:

support.microsoft.com

If it shutdown cleanly from Safe Mode, then it might be a problem with a device driver or background program.
