If he is working aged or has other coverage from a job, that can still get him the services that physicians won't provide to Medicare patients. But basically, for most people, the system guarantees that into the future, as more physicians drop out of Medicare, everyone will be subjected to the lesser quality of care that will be provided to Medicare patients, even if they could afford to pay for premium services.
