I assume that you are talking about the Menu toolbar. In Internet Explorer (and most well behaved Windows programs), right click in a blank area at the top of the screen and select "Menu" to see the Menu toolbar.

p.s. The copy and paste functions are also usually available from the context menu. Highlight your selection and right click to see the context menu.

Ish, in XP I use ctrl-c and ctrl-v to copy/paste [after highlighting the test]. Ctrl-x will cut

If you are still have problems with your menu bar and/or toolbar, Microsoft has instructions for you to fix it yourself or they have a tool that will fix it for you.
