We should allow them to EARN repatriation credits by building some of their products in the US.

While I'm not a fan of protectionism I think there are mild forms of it that could be useful in rebuilding the American manufacturing base. Allowing credits to companies who want to bring jobs here is a good idea; unfortunately, the recently defeated Senate bill would have not only done that, it would also have penalized countries for making the decision to offshore some workers -- a bridge too far IMO.
