Is Short Interest a Contrarian Indicator?

I'm wondering how to interpret short interest volume increases and decreases -- if short interest dramatically drops, would that be a bearish or bullish indicator?
Example: APCO
in the last 4 months, short interest has all but disappeared (in july short interest was almost equivalent to daily volume; in october, short interest is now equivalent to 0% of daily volume).

If no one in the "public" thinks APCO is going down, might that imply a negative price move?

Or, is short interest not contrarian at all?

Can Anyone more knowlegeable about short interest help out?
