Well, it isn't going to happen. We've already destroyed the opportunity by setting up the federal welfare system. I remember clearly when Johnson's Great Society was enacted and taxes were raised a bunch recognizing that my obligation was being met via my federal taxes, which relieved me of both the opportunity and obligation of continuing my personal contributions. I have not since contributed to any charity that has a federal program, only to fill in gaps for causes outside the federal sphere that I consider worthwhile. Critters get the bulk of my charity, a few people causes that try to counter things the feds are screwing up, like nutrition, or where they sometimes pull support, like Planned Parenthood.
