Yes - essentially, he is declaring himself to be above the law, and to know more than anyone who helped write up all the 'equal opportunity' rules and regulations.

But he's from "Boston" .. so no surprise there! (No offense at anyone from Boston ... this is just another of my attempts at humor at the expense of someone else!)
