I found the article from last Friday on Samsung:

For example, unable to get capital in the local market, Samsung Electronics -- the nation's largest chip maker -- has reportedly failed in raising the necessary funds for a wafer-fab expansion plan in an offshore offering, commonly called global depository receipts (GDRs), several sources said. Samsung hoped to generate $300 million in the GDR, but could only obtain $130 million, sources added.

It remains unclear what Samsung's next step will be to raise capital.
