How about a license to have children? That alone could solve a myriad of social problems. It would be based on ability to raise children in a responsible way and provide the basic necessities. It would never pass. As it stands now, most of the people who are responsible and can raise their children well choose to have 1-3 kids and care for them properly. Often those that don't really have a clue and do a poor job have many more and the cycle is repeated. As the numbers grow, the tax base and voters become unbalanced. Scary.
