Right now, the way EUrope is structured, they have almost no ability to address root causes Yes, they do........they just don't want to. Remember its mostly Rs who are the leaders in Europe these days. You saw how ineffectual Rs were under Bush...........well apparently their European cousins are no different. Europe could have done the right thing 4 years ago but apparently Merkel et al are weak and keep kicking the can down the road while imposing austerity measures on Greece, Ireland and Spain. Now that its not working they are getting forced into doing the right thing. Apparently, Draghi is the only one who is willing to voice the truth.
