My sister lived in Glasgow Scotland for a yr in an apt. The only way she could get power to her unit was by using a state issued debit card. She would choose the amount she was willing to spend and swipe the card in a slot on the meter. She'd get a credit for that much worth of energy and when that money was used up, no more power until she swiped the card again.

It is happening in Europe too. The European Parliament has set a goal of having smart meters in the homes of 80 percent of all electricity consumers by the year 2020.
