Bob,

I don't think so. If they re-export the board to hard currency countries
they get back what they paid for on what they bought in hard currency
components. As a matter of fact the resulting board becomes cheaper
because the added labor cost is in a weaker currency.

There is only a problem if the board stays in the Far East.
