Most of the government is in training, if they are sending 20 billion off anyway, divert some of that into increasing the supply of providers, at whatever level. The rest of it is the government to stop mandating and to get lawsuit settlements capped or contained in some other way.

The government's big foot is in health care and short of starting another country that won't change. I'd rather see it's coercive force applied in ways that increase supply and reduce cost instead of what it's doing now. I don't have a firm opinion of the article one way or another but it did raise an interesting point and listed what seem to be common sense solutions.
